3M 23 is a self-fusing rubber tape for high-voltage insulation

3M 23 is a self-amalgamating ethylene propylene rubber (EPR) tape designed for high-voltage cable splicing, insulation restoration, and emergency repairs. It fuses to itself when stretched and wrapped, forming a continuous rubber layer.

The tape is not adhesive to the cable or skin, which allows it to be stretched tightly and wrapped without sticking to gloves or tools. The self-fusing action creates a waterproof, electrically insulating seal.

Stretch, overlap, and layer count determine performance

Stretch the tape to at least twice its original width during wrapping. Overlap each turn by 50% and apply a minimum of two layers for low-voltage work, three or more for medium-voltage applications.

Start wrapping below the damaged area and finish above it. For a straight splice, build up the diameter to match the original cable insulation. For a tee or branch, wrap each leg separately before covering the junction.

Finish the wrap and inspect

After wrapping, press the outer layer firmly to ensure fusion. For outdoor or underground use, overwrap with a vinyl electrical tape such as 3M Super 33+ to protect the EPR from UV, abrasion, and mechanical damage.
